ENFIA and income tax raised revenue
At 4,498 billion euros the primary surplus In the first quarter of 2025, against a target for a primary surplus of EUR 616 million and primary surplus of EUR 2,987 million for the same period in 2024, according to state execution data budgeton a modified cash base.
At the same time, there is a surplus in the balance of the state budget of EUR 1,610 billion against the target of a deficit of EUR 2,364 billion included for the corresponding period of 2025 in the 2025 budget report and a deficit of EUR 44 million in 2024.
It is noted that EUR 1,423 million concerning heinogenicization of regular budget payments (transfer payments to OKA and equipment programs) and an amount of EUR 696 million concerning the detention of investment expenditure, do not affect the outcome of the General Government on budgetary terms. In addition, from tax revenue, € 887 million of the first installment of ENFIA received in March, it was foreseen to be collected in April, while an amount of EUR 342 million in January-February is budget in the year 2024 million.
Excluding the above amounts, exceeding the primary outcome on a modified cash base against budget objectives is estimated at EUR 534 million. It is noted that this quarter amount includes part of part of the Ecclesiastical Income Tax of Natural Persons of EUR 168 million, which had been projected to be collected in the coming months, as the application for the submission of tax returns was put into operation in mid -March.
State budget expenditure for the period January – March 2025 amounted to € 16,176 billion, down by EUR 2,262 billion against the target (EUR 18,438 billion).
This development is mainly due to:
• The sub -execution of transfers to social security organizations by EUR 768 million, mainly due to the regular reprogramming of the regular budget payment of this category,
• In the sub -execution of transfers for equipment programs by EUR 655 million,
• In the sub -execution of the Public Investment Program by EUR 696 million, and
• Delayed payments to other costs of expenditure.
Interest payments stood at € 2,888 billion, up € 205 million compared to the target (€ 2,683 billion).
Regular budget expenditure amounted to EUR 15,114 billion, reduced by EUR 1,566 billion against the target, while the EUR 1,062 billion costs, reduced by EUR 696 million compared to the target (EUR 1,758 billion).
The net state budget revenue amounted to EUR 17,786 billion, up EUR 1,712 billion or € 10.7% against the target (€ 16,074 billion).
The total state budget revenue amounted to EUR 18,925 billion, up EUR 2,058 billion or 12.2% against the target (€ 16,867 billion).
Regular budget revenue amounted to EUR 17.855 billion, up € 1,991 billion or 12.6% against the target (EUR 15,865 billion).
The most basic categories of regular budget revenue that exceeded the target are:
• Natural Income Tax by EUR 341 million,
• Legal Income Tax by EUR 294 million,
• Value Added Tax (VAT) by EUR 368 million,
• Taxes in property by EUR 296 million (mainly due to the collection of the first installment of ENFIA March),
• Other taxes by 124 million euros,
• NSRF and other collecting mechanisms by EUR 298 million.
The revenue of the RIP amounted to EUR 1,071 billion, up EUR 67 million compared to the target (€ 1,004 billion).
The primary result of the General Government for the first quarter of 2025 is estimated at € 3,232 billion, against a target for a primary result of € 1,899 billion and a primary surplus of € 2,443 billion in the corresponding period of 2024.
The amount of revenue refunds amounted to EUR 1,139 billion, increased by EUR 346 million against the target (EUR 793 million).
Tax revenue amounted to EUR 14,881 billion, up EUR 1,536 billion or 11.5% against the target (€ 13,345 billion).
In March 2025, the net state budget revenue amounted to EUR 6,295 billion, increased by € 775 million against the monthly target.
Total state budget revenue amounted to EUR 6,659 billion, up EUR 824 million against the monthly target.
Regular budget revenue amounted to EUR 6,336 billion, up EUR 797 million against the target.
Tax revenue amounted to EUR 5,266 billion, up EUR 645 million or 14% against the target (EUR 4,621 billion).
March’s revenue refunds amounted to EUR 364 million, increased by EUR 49 million against the target (EUR 315 million).
The revenue of the RIP amounted to EUR 323 million, up EUR 27 million against the target (€ 296 million).
