Four investment schemes expressed interest in the public international tender for the assignment of the project “Relocation of the Korydallos Detention Center with a public-private partnership in accordance with the provisions of Law 3389/2005”, with the Ministry of Citizen Protection as the contracting authority and the TAIPED as the implementing authority and in particular the Strategic Importance Contracts Unit.

As indicated in the joint press release of the Ministry of Citizen Protection and TAIPED, the first phase of the competition will be completed with the evaluation of the submitted expression of interest files and the pre-selection of candidates who will continue in the second phase, which consists of the process the competitive dialogue and the submission of binding offers.
The project concerns the study, financing, construction, supply of equipment, maintenance and technical management of the infrastructure that will house the new standard Athens Judicial Penitentiary (DSSA) and the Attica Transitional Courts Directorate (DMDA), on a property of approximately 100 acres, in location of the old “American Convenience” camp in Aspropyrgos, Attica.
The total duration of the partnership agreement is estimated to be a maximum of 30 years from its entry into force, while the financing of the project will be done in principle with the private partnership’s own or borrowed funds. The contracting authority is considering its possible participation in the financing of the construction value of the project, with the payment of an amount, which will not exceed 50 million euros, through the Public Investment Program. During the operation of the project and until the end of the duration of the partnership agreement, the contracting authority will pay IFS availability payments, which have been indicatively estimated at present value, in the amount of 617,187,784 plus VAT.
The relocation of the Korydallos detention center to Aspropyrgos will contribute decisively to the achievement of one of the main objectives of the Ministry of Citizen Protection, which concerns the reform of the prison policy. The project’s contribution to the national economy will also be significant, given that new jobs will be created during construction while space will be freed up in the municipality of Korydallos for urban regeneration, upgrading the standard of living of residents and visitors to the area.
The Deputy Minister of Citizen Protection, Kostas Katsafados, said: “Another step for the relocation of prisons has been made. The evaluation will proceed quickly and transparently so that we can proceed to the next phase of the competition. I believe that we will move within the timetables to finally make it a reality for the prisons to leave the city, as Prime Minister Kyriakos Mitsotakis had promised. Space has been found for the relocation, in better conditions, for workers and prisoners. Financial tools exist, we use them, the prisons are leaving Korydallos and very soon I believe that in a dialogue between the government and the local community, the representatives of the Parliament and the self-government, we will find out what we need to do and how we need to make use of this much important space, which will be released for the benefit of the local community, for the benefit of the local economy”.
The mandated advisor of TAIPED and head of the Contracts Unit of Strategic Importance, Panagiotis Stamboulidis, said: “TAIPED, utilizing the significant know-how and positive experience it has in the maturation of projects of strategic importance, proceeded with speed and transparency in the publication of the tender for the study , construction, operation and maintenance of a modern penitentiary in Aspropyrgos and the implementation of the first phase. We intend to proceed in the same way in the next phase of the process, in order to complete this critical project for the economy and the upgrading of the prison system.”
