Therefore, this Presidential Decree sets out the specifications that will define the settlements from local urban planning plans. These specifications are not immediately applicable. That is, we did not wake up one day and changed the regime that applies to the construction in the settlements. This Presidential Decree gives the Ministry and scholars who have chosen the way and methodology and scientific criteria that scholars will go to in each settlement will record the real data. “

He noted that the settlements currently under an insecurity regime, which has emerged due to the demarcation of the prefectures, are approximately 11,000.
